Shift from Peak-Season Volume to Year-Round, Place-Based Value

Sardinia’s recent tourism growth is substantial: the regional monitoring system recorded almost 4.5 million arrivals and 18.86 million overnight stays in 2024, with an average stay of 4.25 days. Overnight stays were 15.4% higher than in 2023. This creates an opportunity, but the strategic goal should be to improve the distribution, resilience and local value of demand—not merely to increase headline visitor numbers.[regione.sardegna]

Problem

Tourism remains highly concentrated by season and place. The summer peak places the greatest demand on beaches, water supply, waste systems, roads, housing, labour and sensitive ecosystems. At the same time, many inland, rural and smaller communities receive a limited share of visitor expenditure, especially outside peak months.

The pattern differs across markets. In 2025, around 71% of Italian overnight stays were concentrated in June–August, compared with 56.5% of international overnight stays; international visitors showed a stronger shoulder-season pattern, with 42% of their stays occurring in April–May and September–October. This indicates that season extension is possible, but requires products, transport, services and marketing that make Sardinia attractive beyond the beach season.[regione.sardegna]

Destination implication

A higher-value visitor economy should aim to:

Reduce unsustainable crowding in the most pressured places and periods.

Increase the share of tourism expenditure retained by local businesses and communities.

Spread demand across months, regions and product types.

Improve employment continuity and make tourism work more attractive year-round.

Create reasons to stay longer, travel more slowly and return in different seasons.

Use visitor demand to support culture, food, craft, heritage, landscapes and community services.

This does not mean dispersing visitors indiscriminately into every rural or protected location. Expansion must be compatible with ecological capacity, local consent, transport access and service readiness.

Proposed direction

Develop a Year-Round, Place-Based Tourism Programme that treats seasonality and spatial concentration as core destination-management challenges.

Priority measures should include:

Define destination-specific demand targets based on visitor value, length of stay, environmental pressure and local benefit—not arrivals alone.

Develop shoulder-season itineraries around walking, cycling, food and wine, archaeology, crafts, culture, wellness, birdwatching, diving, sailing and rural experiences.

Bundle transport, accommodation, guiding, attractions and local food into bookable low-season products.

Support public and private transport connections to inland areas, smaller towns and regional trail networks.

Invest in all-weather and year-round visitor infrastructure, including museums, cultural venues, interpretation centres, heritage routes and accessible public spaces.

Coordinate festivals, sporting events, cultural programmes and food events across the calendar to avoid duplication and support demand outside the summer peak.

Encourage longer stays through multi-destination itineraries linking coast, islands, cities, interior landscapes and local communities.

Support small and medium-sized enterprises in product design, digital distribution, language capability and off-season staffing.

Use pricing, parking, booking and access-management tools to moderate pressure at peak-demand sites while creating incentives for lower-impact periods and places.

Measure local economic retention, including spending with local suppliers, locally owned businesses, guides, farms, artisans and cultural organisations.

Evidence and opportunity

The growth of shoulder-season demand provides a practical starting point. In 2024, October overnight stays increased by 44.69% year on year, although the percentage rise partly reflects a lower base and better capture of previously unrecorded activity. The strategic importance is not the single monthly increase, but evidence that travel outside July and August can grow when access, products and promotion align.[unionesarda]

Tourism is also geographically concentrated. In 2024, Alghero recorded about 1.59 million overnight stays, followed by Arzachena with 1.19 million and Olbia with 1.08 million. This concentration should inform differentiated planning: high-volume coastal destinations need demand management and service resilience, while lower-volume areas may need carefully designed market access, visitor services and local-business support.[sardegnapress]

The Region already publishes monthly municipal-level arrivals and overnight stays through its open-data platform. This should become the basis for a live destination dashboard that combines visitor flows with water, waste, mobility, housing, ecosystem and employment indicators.[osservatorio.sardegnaturismo]

Relevant stakeholders

Regional Department of Tourism; regional transport authorities; municipalities; destination-management organisations; chambers of commerce; accommodation and hospitality associations; tour operators; guides; museums and heritage organisations; protected-area authorities; farms, wineries and food producers; artisans; cultural organisations; universities; local community associations; transport operators.

Possible indicators

Indicator

Suggested measurement

Seasonality

Share of annual overnight stays occurring in June–August; shoulder- and low-season growth

Geographic distribution

Share of overnight stays and visitor spending outside the highest-pressure municipalities

Length of stay

Average nights per trip, by market, season and destination type

Local economic retention

Share of visitor spending captured by locally owned businesses and regional suppliers

Employment quality

Months worked, contract duration, pay, training and staff-retention rates in tourism

Product diversification

Revenue and visitor participation in cultural, rural, active, food and nature-based experiences

Pressure reduction

Peak-day visitation, congestion, water use and waste generation at high-pressure locations

Community value

Resident sentiment, local-business participation and tourism-supported services or projects

Delivery horizon

Immediate to medium term. Use existing municipal-level monthly data to identify high-pressure destinations, underused periods and viable diversification corridors.
